Eligible Mongolian students admitted to bachelor’s degree programmes at the University of Eastern Finland will receive funding to cover tuition fees as well as accommodation and living expenses under Mongolia’s Presidential Scholarship Programme.
The Ministry of Education of Mongolia and the University of Eastern Finland (UEF) signed an agreement during the visit of President Khurelsukh Ukhnaa of Mongolia to Finland on 23 October 2026, hosted by the President of the Republic of Finland Alexander Stubb.
The agreement reflects the growing relationship between Finland and Mongolia and highlights the role of higher education and research cooperation in strengthening bilateral ties. The agreement builds on extensive collaboration between UEF and Mongolian universities, research institutes, government authorities and international partners. Cooperation has included academic mobility, curriculum development, applied research activities and joint publications, as well as policy advisory work in public health, nutrition, environmental sciences, forestry and sustainable development.
“This agreement strengthens our cooperation with Mongolian partners and creates new opportunities for students, researchers and educators in both countries. We are delighted that the Presidential Scholarship Programme will enable talented Mongolian students to pursue bachelor's studies at UEF and become part of our international academic community,” says Vice Rector for Education Laura Hirsto.
Minister of Education of Mongolia, Enkh-Amgalan Luvsantseren describes the agreement as a new chapter in educational cooperation between Mongolia and Finland: “We believe these students will serve as ambassadors of Mongolia in Finland and, upon their return, contribute their international knowledge and experience to Mongolia’s future development.”
