Many academic subjects offered by the University of Eastern Finland’s Open University are continuously open to registration. You can see the studies we offer in our search engine. or in studyinfo.fi, a Finnish education search engine. Detailed registration times for each course and instructions on how to register can be found there. You must register for each individual course separately.
As a rule, students are accepted for a course in the order of registration. Some studies may have a separate application or registration period and accept only a limited number of students. For details, see the course’s page. Most of our courses do not have a quota and if there is no mention of a quota, there is none.

Study fees
Our study fee is 20 euros per ECTS credit, and 15 euros per credit for bundles.
The study fee is paid at registration. Study fees are charged at once and cannot be divided into parts. Study fees are VAT-free as fees subject to public law.
If the teaching is provided by a partner school of the Open University, the study fee consists of the Open University’s study fee and the partner school’s fee.
There is no separate registration or fee for study modules; just register for and complete each course individually.
Study right
By paying the study fee, you receive a temporary study right that entitles you to attend a particular implementation of a particular course. The right to study is specific to that implementation (say, the autumn 2023 lectures), does not roll over to the next implementation, and is required to complete the course. The length of the study right is long enough to cover the whole course as specified in the syllabus for the term, i.e. to cover both teaching and course exams. If the course is continuously open for registration, the maximum time to complete the course is one academic year, i.e. from 1 August to 31 July.

The university's terms are: spring term from 1 January to 31 July, and autumn term from 1 August to 31 December.
Legal basis for the collection of study fees
Study fees in open universities are based on the Universities Act (558/2009) and the Government Decree on fees charged for universities’ activities (1082/2009) and the Decree to amend section 2 of said Decree (1436/2014). As fees subject to public law, study fees are distrainable without separate measures (Universities Act 558/2009, section 8).
Open University education at the University of Eastern Finland is provided by the Centre for Continuous Learning. The Centre reserves the right to make changes to information presented in the syllabus.

Binding nature of registration and paying the study fee
Registering for studies in the Open University is always binding. The study fee is paid by online bank transfer when registering. Study fees are exempt from value added tax as fees subject to public law.
Temporary suspension of a right to study
The right to study cannot be cancelled, and the study fee will not be refunded. However, in the event that the Centre for Continuous Learning has to cancel a course due to low attendance or other similar reason on part of the organisation, the study fee is refunded in full.
If you develop medical or health problems lasting at least one month, you are entitled to apply for an extension or temporary suspension of your right to study. The application must include at least the following information: your name and student number, studies to be cancelled and duration of the right to study, grounds and a medical certificate detailing the medical or health problem that prevents you from continuing studies. For more information, contact the training secretary of your academic subject.

Before 31.7.2021, students could acquire a right to study for a study module (consisting of several courses). Such rights could be temporarily suspended by an application received before 31.7.2021. Such rights to study are discontinued and their suspensions are no longer available; existing rights to study remain valid.
Payment basis
Study fees in open universities are based on the Universities Act (558/2009) and the Government Decree on fees charged for universities’ activities (1082/2009) and the Decree to amend section 2 of said Decree (1436/2014). As fees subject to public law, open universities’ study fees, including interest and expenses, are distrainable without a court order or decision (Act on the Enforcement of Taxes and Public Payments 706/2007).
